Someone on the board wrote earlier about making sure you have a target market, otherwise you can try as hard as you want, but if no one is interested you're just tossing money out the window. The phrase "build it and they will come" really does not apply to the Web at all.
IF however you do have a viable product/service then I absolutely recommend combining offline traditional advertising with online advertising. If you work with a local paper, they generally have some type of online "partner". Paying for a print ad in one sometimes leads to a link on the other (it works the other way too, buy online, get the print ad for free as a "partner").
Another avenue is to partner with a business that compliments your business, and get included in their offline/online advertising as well.
If you are selling a niche market (water-proofing for under water baskets for instance), you need to figure out where your target market is going to be and advertise there. In this case craft shops, craft Web sites and colleges (where else do you learn under water basket weaving?).
